		<description>Seems a to be a common problem, not sure that there are any formal changes to the way HB is paid. The only variation is for a tenant who is deemed to need social assistance in handling monetary affairs.
We used agents for years, who were very good whilst tenants were paying, but when a tenant stops paying, they have no more power / control than anyone else. You can insure against non payment of rent but it is a fortune. We have learned a lot from this episode, especially how the law and council are very much weighted towards tenants. After all if we can get a tenant out they have to rehouse them with little chance of seeing any rent. The they claim to encourage private landlords because they need housing stock???</description>

He had to wait until they were 2 months behind (£1400), before the council would agree to pay the HB direct to him..!! He never got the 2 months missed payments and to add insult to injury had to allow them to conrinue living in his house..

They eventually did a moonlight leaving the house in a dreadful state and they were originally friends of his...

I believe they are re-instating the option to have housing benefit paid direct to the landlord... In the long run its probably best to get an agent that charges slightly more but guarantees the rent and damage control...</description>

Sadly you are not alone, my brother had a very similar situation with a property he rents out and has now decided to sell and get out of renting all together.   In his situation, a representative from Rotherham Borough Council attended the property as he was trying to evict his tenant and stopped the process due to technicality.  She eventually declared herself bankrupt and he didn’t get a penny.  Another friend of mine has been caught several times and now doesn’t bother with the legal process, he usually finds that making life a little more uncomfortable for the tenant works a little better, this includes not repairing broken boilers and windows, if you get my drift.  
I do like your idea of a blacklist, why should we put up with these people.
